Delhi Customs Implements GJEPC Proposal for Speedier Hand-Carry Parcel Clearance

Delhi Customs has rolled out a simplified process for the export and reimport of hand-carry parcels, enabling quicker, more convenient clearance directly at the airport. While a Public Notice was issued in May 2025, the absence of a reimport framework meant shipments were not captured in the Export Data Processing and Monitoring System (EDPMS), limiting the scheme’s effectiveness in Delhi.

To address this, GJEPC’s Regional Chairman (North) Antarpal Singh Sawhney and Director (Policy) K.K. Duggal engaged in multiple discussions with senior Customs officials, including the Chief Commissioner and Commissioners of Export Cargo, Import Cargo, and Airport. They emphasized that reimport appraisal and clearance should take place at the airport to ensure efficiency and cost-effectiveness.

As a result, Delhi Customs has agreed to the Council’s proposal. The Department of Systems is developing a dedicated module for filing Bills of Entry (B/E) and facilitating airport-based clearance. In the interim, B/Es will be filed at import cargo and transferred to the airport for appraisal and release, enabling exporters to collect parcels on-site without extra movement.

This step not only reduces time and costs but also ensures hand-carry shipments are properly recorded in EDPMS. Exporters in Delhi have hailed the decision as a landmark reform that will greatly streamline operations.
