Government clarifies the rules for re-importing unsold jewellery at exhibitions.

The Ministry of Commerce and Industry has published an important clarification regarding the re-importation of unsold jewels shipped for exhibits under the terms provided in the Handbook of Procedure, 2023. This statement comes after recent changes to the import restrictions for certain jewellery items.

The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, has clarified the procedures following the reclassification of certain jewellery items under the ITC (HS) Codes 71131912, 71131913, 71131914, 71131915, and 71131960 from “Free” to “Restricted” category in its Policy Circular No. 05/2024-25, dated 13th June 2024, addressed to all Customs Authorities, RAs of DGFT, and members of the Trade & Industry. On June 11, 2024, this change was officially informed in Notification No. 17/2024-25.

The DGFT has emphasized that Customs authorities will enable the re-import of unsold jewels exported for exhibits under the aforementioned ITC (HS) codes without the need for import licenses. This is subject to compliance with all applicable Customs rules.
